Second by Mr. Neighbors. Motion carried unanimously.PUBLIC COMMENTS ON AGENDA ITEMSNone. CONSIDER ACTION TO FILL VACANCIES ON THE REGION H RWPG Mr. Adams announced that a quorum was present but that a two-thirds majority was necessary to fill vacancies and therefore the item will be postponed to next month.CONSULTANTS REPORTSREPORT STATUSDavid Parkhill reported the upcoming calendar of events for the RHWPG:Public comment period has closed.November meeting to act on revised ChaptersDecember meeting to act on Final Approval of PlanJanuary, 2006, Submit Final 2006 Region H Water PlanGlenda Callaway recapped the Public Hearings/Meetings held around the region.TWDB comments on the Plan have been received. The comments identified a number of items that will be addressed by the consultant team and reported at the November meeting.Public comments for the 2006 Region H Water Plan consisted of 16 letters. The majority of the comments addressed additional water conservation goals and environmental issues.Public comments were also submitted concerning the proposed amendment to the 2001 Region H Water Plan bringing up two issues:Adding new strategies without removing others appears to violate the evaluation and selection process.Processing an amendment at this date conflicts with completion of the 2006 planning cycle.Jason Nelson reported on the study regarding Wastewater Reclamation for Municipal Irrigation. The purpose of the study was to evaluate the potential use of reclaimed wastewater to meet municipal irrigation shortages within Region H. The conclusion is that implementing reuse to meet municipal irrigation demands could potentially reduce the County-Other growth portion of municipal water demand in Brazoria, Fort Bend, Harris, and Montgomery counties by 28,000 ac-ft per year in the year 2060. Reuse of existing water supplies in future and existing communities can potentially delay the need for major surface water projects.INFRASTUCTURE FINANCING SURVEYSThe Infrastructure Financing Survey results are included in the draft of Chapter 9. If more surveys are received by the next meeting they will be included for final approval next month. PUBLIC COMMENTKen Kramer with the Sierra Club questioned the assumptions in the wastewater reclamation study regarding golf course growth. Approves and recommends wastewater reuse, but stated that golf courses should also maximize the use of other water conservation techniques.
