Neighbors, Gary Oradat, Tom Ray, Ernest Rebuck, Jack Searcy, Jr., Michael S. Sullivan, Steve Tyler, Danny Vance and Kerry Whelan.

DESIGNATED ALTERNATES: Skip Thomas alternate for James Murray.

MEMBERS ABSENT: Roosevelt Alexander, Robert Eckels, James Morrison, James Murray, William Teer and C. Harold Wallace.

APPROVE MINUTES APRIL 5, 2000 MEETING

Motion by Mr. Vance to approve the minutes as presented. Second by Mr. Bartos. Motion carried.

PRESENTATION BY TEXAS NATURAL RESOURCE CONSERVATION COMMISSION

Mr. Lann Bookout, a representative of TNRCC, gave a presentation on “Water Rights Basics.” A discussion ensued on groundwater and surface water issues and how the TNRCC has responded to Senate Bill 1.

CONFIRM APPROVAL OF TABLES 5, 6 AND 7

Mr. Taylor explained some minor corrections that were made to previously approved Tables 5, 6 and 7. Mr. Sullivan moved to finalize approval of Tables 5, 6 and 7 with the corrections noted. Second by Mr. Jenkins. Motion carried.

DEVELOP, DEFINE AND DISCUSS MANAGEMENT STRATEGIES

Mr. Taylor presented an overview of the approach to the development of water management strategies for water user groups and counties with insufficient water supplies. Discussion ensued on the appropriateness and flexibility of various strategies as they relate to the different water user groups and counties within the region.

GENERAL DISCUSSION

Mr. Adams stated that there would be a joint meeting of the East Texas Regional Water Planning Group I and Region H Water Planning Group on Wednesday, April 26, 2000 at 10:00 a.m. at the San Jacinto River Authority Office. He also stated there would be a luncheon after the meeting for the members of the two regional planning groups and their consultants.

SETTING OF RETENTION TIME FOR AUDIO TAPES OF THE RH WPG MEETINGS

Mr. Vance moved to retain the audio tapes of the Region H WPG meetings for 120 days. Second by Mr. Ray. Motion carried.

TEXAS WATER DEVELOPMENT BOARD

Mr. Rebuck stated that the Texas Water Development Board is hosting a meeting of the Chairs of the 16 Regional Water Planning Groups in Austin on May 16, 2000 in Room 118, in the Stephen F. Austin Building, 1700 Congress Avenue from 10:30 a.m. until noon. Other group members are welcome.
